Clarification
on my Brown-crested Flycatcher and Black-tailed Gnatcatcher votes:
My first choice would be the more specific exclusion areas
mentioned, but my second choice would be the Washington County
exclusion area. In other words, I would rather incorporate the
Washington County exclusion area than keep these species off the
review list altogether.
