Because this is the first vote on this new "Exemptions for Review
List Species" section of the bylaws, we added a "comments
section" so we can see if there are other issues we may need to
discuss concerning this new feature for our Review List.
Besides the comments below, you can also see the discussion we had
when we were asking for proposals for the new "Exemption stature."

Comments made when voting for the Exemptions:

Maybe a good way to do this is vote to be exempted, then work
on how to apply the exemption boundary?
Mike Schijf:
I hope there will be some further committee discussion to
clarify the meaning of some of this language after our vote. For
example, if the exemption area for White-winged Crossbill is
approved, does "Wasatch County and north" include Tooele,
Duchesne, and Uintah Counties? (portions of which are north of
Wasatch County). I suggest we draw a line on a map to make this
extra clear, or list all of the counties exempted.
My rejection of Hooded Oriole and Costa's Hummingbird does NOT
mean that these species should not be reviewed. However, as I
alluded to before, since there are many additional species that
should/could be added along with these two, I think these species
(not currently on the review list) should be dealt with under a
separate process. I support that process, but let's take it one
step at a time.

At first, I voted to reject all, as I feel this expands the
duties of the rare birds committee into determining ecoregion
committees, but I feel that I'm in the minority there - so I'm
accepting the species that are on the review list that are
expected in areas, but not the species that are not already on the
review list.
