Proposal:
My proposal is this: eliminate item IV.C.11. from the bylaws. I believe that each record must be considered on its own merit and that first state records must not have to meet more stringent criteria than records of species seen in the state many times.

PROPOSAL: I would like to formally propose that we modify our voting form to allow us a choice to vote "accept--but record does not meet criteria to include on official list" (or some equivalent thereof).

 Proposals concerning the Secretary/Chairman position and internet functions.

Proposal #1:

(Since the office of Secretary/Chairman was thrown into the bylaw later on in the process, some of the duties, responsibilities, etc., are unclearly defined with respect to other members of the committee. Hopefully this can be cleared up). We should define certain names of groups (and other entities) and consistently capitalize them to prevent misunderstanding. (i.e. Member, Voting Member, Secretary, Review List, Committee С already defined but needs to be consistently capitalized when referring to the UBRC Committee and not capitalized when referring to other things). [Sections II, D; III, A and throughout]
   Some specific delineations:
        - The Secretary can also nominate new members, but the Secretary will not vote in the elections. [III, C]
        - The Secretary will vote on the removal of a delinquent Member of the committee and the vote must be a super-majority of 6-1 or 7-0 for removal. [III, F, 2]
- Changes to the checklist will be voted on by the Voting Members. [V, A, 2]
- Any Member of the committee may request review of a non-review-list species. [V, B, 5]

Proposal #2:

Qualifications for the Secretary should be different than the Voting Members with more emphasis on clerical and organizational skills, etc. [III, B,2]

Proposal #3:

Election procedures should be clarified to fit all instances - when there is one position to fill, up to three or more. [III,C,1]

Proposal #4:

If a Replacement election is held and a new member elected to a three year term this would probably fall in the middle of the year. I think it should be rounded off so that it start at the beginning of the year. So if someone where elected after June 30th they would get some extra months on the three-year term and if before July 1st would have a term shorter than three years by a few months. (also I think we need to take the words for alternate out unless we want to have alternates). [III, G]

Proposal #5:

We should add an electronic meeting statute, so that we can vote, conduce elections and other business using conference calls, email and the internet. And in the case of email and the internet a quorum should consist of all the members. [III,H,3]

Proposal #6:

We should replace the requirement to have all 3rdround voting be conducted at a live meeting in conjunction with the UOS yearly conference and instead use the same procedures as in the first two rounds. [IV, B, 4, a].

Proposal #7:

Voting Members should accept or reject the sighting as a whole as opposed to accepting or rejecting an individual sight record. This means that all photographs, sight records, additional materials, expert opinions, and testimonials of Records Committee members or others, should be taken into account when deciding how to vote. [IV.C.8]

Proposal #8:

(Added to V.A.4) A northern Utah specialty indicator (^) should be included on the official checklist to indicate species found almost exclusively in the northern part of the state.
